Ground Transportation Permits
All commercial ground transportation providers—taxis, shuttles, black cars, limousines, charter buses, and courtesy vehicles—must obtain a valid Ground Transportation Permit before operating at Syracuse Hancock International Airport.

Permits must be renewed annually or when any registered vehicle, insurance policy, or operator information changes. Vehicles are subject to inspection at any time. Unauthorized operations may result in fines or permit suspension.

Vehicle Requirements – Quick Reference
- Condition & Cleanliness:
- Vehicle must be clean inside and out, free of trash, strong odors, and pests.
- No broken mirrors, ripped seats, sharp edges, or cracked glass over 1\”.
- Floor mats secured and free of debris; interior free of sagging or hanging materials.
- Mechanical & Safety:
- All lights, signals, windows, doors, and seatbelts must function properly.
- Heating and air conditioning systems must work.
- Tires must meet legal tread requirements with no visible damage.
- Signage:
- Company name in at least 2” high letters on both sides (high contrast, legible from 25 feet).
- No magnetic signs unless pre-approved.
- TNCs must display official dashboard placard.
- Documentation:
- Valid registration and insurance on file.
- Insurance coverage must meet SRAA minimums based on capacity.
- Presentation:
- No excessive stickers, political content, or offensive imagery.
- GPS must be securely mounted and visible to passengers.
- Spot Inspections:
- Vehicles are subject to inspection at any time.
- Violations may result in fines, removal from service, or permit revocation.

Permits & Eligibility
Do I need a permit to operate at the Airport?
Yes. All commercial operators—taxis, shuttles, black cars, limousines, charter buses, and courtesy vehicles—must hold a valid Ground Transportation Permit before operating on Airport property.
Can I operate only with pre‑arranged trips and no permit?
Yes. Livery operators providing pre‑arranged pick‑ups or drop‑offs may operate without an SRAA Ground Transportation Permit. However, they cannot use the designated commercial staging areas and must follow the same rules as standard passenger traffic. Solicitation on Airport property is prohibited.
How do I apply or renew?
Submit the completed application and required documents to transportation@syrairport.org or deliver them in person to the Ground Transportation Office.
How long does processing take?
Complete applications are typically reviewed within 5–10 business days. You will be contacted if additional information is required.
When will I get my AVI tag?
AVI tags are issued after your permit is approved. You will be notified when your tag is ready for pick‑up along with activation instructions.
Fees & Payment
Where can I see permit and per‑trip fees?

How are per‑trip fees collected?
Per‑trip fees are charged automatically via your vehicle’s AVI tag when entering or exiting designated areas.
Can I pass these fees to my customer?
Yes. You may pass through the exact per‑trip fee amount. Additional surcharges or handling fees are not permitted.
What happens if fees go unpaid?
Unpaid fees may result in permit suspension. Continued non‑payment may lead to permit revocation and collection activity.
Operating at the Airport
Where do I pick up and drop off?
Permit holders must use the curbside zones designated for their service type (e.g., taxi, limo/black car, charter bus, courtesy shuttle). These areas are marked with signage and pavement markings. Pre‑arranged operators without a permit must use the general public pick‑up/drop‑off areas.
Can I wait at the curb?
Only for active loading or unloading. Vehicles may not be left unattended at the curb. If you need to step away, use public parking and pay the posted rates.
Is solicitation allowed?
No. Soliciting passengers or cruising for fares on Airport property is prohibited.
Where is the commercial staging area?
Staging locations and access instructions are provided to permit holders upon approval and may change for construction or traffic management. Follow posted signs and any directions from Airport staff.
What is the meet‑and‑greet policy?
Meet passengers in Baggage Claim with a professional handheld sign (approximately 8.5"×11" to 15"×15"). Display the passenger’s name. A company name or logo may be included but should occupy no more than 25% of the sign area.
Citations & Enforcement
What are the penalties for rule violations?
Fines increase for repeat violations of the same rule within a one‑year period. Serious misconduct may result in immediate suspension or revocation.

How do I pay or appeal a citation?
Pay online within 30 days of issuance. Late fees are $25 per month, up to $100 maximum. You may appeal within 14 days; a decision will be provided within 30 days. If your appeal is denied, payment is due within 10 days.
When could my vehicle be booted or towed?
Three or more unpaid citations over 60 days old may result in immobilization (boot) or towing. Immediate towing may occur if a vehicle creates a hazard, obstructs traffic, or is parked in a restricted area. All fines and fees must be paid before release.
